Enhancing digital security

ASEAN strengthens digital future through collaboration and innovation

THE 5th ASEAN Digital Ministers ’ Meeting ( ADGMIN ) highlighted the region ’ s commitment to building a trusted digital ecosystem through collaborative efforts .

The discussions centred on enhancing digital security , fostering innovation , and promoting inclusivity within ASEAN .
ADGMIN took place in Bangkok on Jan 16-17 . Digital Minister Gobind Singh Deo represented Malaysia . It was chaired by Thailand ’ s Minister of Digital Economy and Society , Prasert Jantararuangtong , alongside Vietnam ’ s Minister of Information and Communications , Nguyen Manh Hung , as the vice-chair .
ASEAN ’ S DIGITAL FUTURE
A key highlight of the meeting was the progress made under the ASEAN Digital Masterplan 2025 ( ADM 2025 ). Ministers acknowledge the successful completion of several initiatives aimed at building a trusted digital ecosystem .
These efforts include strengthening cybersecurity measures , expanding e-government services , and promoting digital skill development across ASEAN .
One of the significant achievements discussed was the formation of the ASEAN Working Group on Anti-Online Scams ( WG-AS ). This initiative aims to combat the rise of online scams across digital platforms through enhanced information sharing and cross-border cooperation .
The meeting also welcomed the release of the Report of Online Scams Activities in ASEAN ( 2023-2024 ), which provides insights into scam trends and preventive measures .
Gobind emphasised efforts to enhance interoperability should benefit ASEAN by driving growth and competitiveness in the global digital landscape .

ENHANCING CYBERSECURITY
Cybersecurity remains a key priority for ASEAN , with efforts directed toward strengthening the region ’ s digital defences . A significant step forward was the operationalisation of the ASEAN Regional Computer Emergency Response Team ( CERT ), coordinated by Malaysia .
This initiative facilitates real-time information exchange on cyber threats , cybersecurity exercises , and improved coordination among ASEAN nations to combat cyberattacks .
To further enhance cybersecurity , ASEAN introduced the ASEAN Checklist for Responsible State Behaviour in Cyberspace , which provides practical guidelines for nations to implement cybersecurity norms .
Additionally , the Operational Framework for Global Cross-Border Privacy Rules ( CBPR ) was approved to enhance trust , promote cross-border data exchanges , and bolster the digital services market in the region .
AI GOVERNANCE
Recognising the growing influence of artificial intelligence ( AI ), ASEAN has taken proactive steps to establish guidelines for its ethical and responsible use . A significant development in this area was the creation of the ASEAN Working Group on AI Governance ( WG-AI ), which will oversee AI-related policies and governance frameworks .
To support responsible AI adoption , the Expanded ASEAN Guide on AI Governance and Ethics – Generative AI was introduced . This guide provides policy recommendations to regulate AI while fostering innovation in various sectors , including healthcare , finance , and education .
Ministers also encouraged different industries to explore AI applications to improve efficiency and productivity across ASEAN .
DIGITAL INFRASTRUCTURE
To support digital connectivity , ASEAN has launched multiple initiatives to enhance infrastructure and telecommunications . The Working Group on Submarine Cables ( WG-SC ) was established to improve the maintenance and security of submarine cable networks , which is an essential component of ASEAN ’ s internet connectivity .
Ministers also commended the progress of 5G deployment across the region and welcomed efforts to reduce mobile roaming tariffs . Additionally , discussions were held on the feasibility of establishing an ASEAN Internet Exchange Network , which would improve cross-border digital connectivity .
