Setting new standards
Malaysia leads the development of SMIIC’ s Wellness Spa Classification for the Muslim tourist market
THE spa and wellness sector remains a key attraction for travellers seeking rest, rejuvenation, and holistic experiences.
As demand grows for ethical and culturally sensitive wellness offerings, the discussions at the Standards and Metrology Institute for Islamic Countries( SMIIC) technical meetings play an essential role in shaping quality, safety, and Shariah-compliant standards.
These efforts not only enhance confidence among Muslim travellers but also strengthen the global credibility of wellness tourism providers.
" Before I go into details, it is essential to understand the development process of the standard for Muslim-friendly tourism( referred to as halal tourism in OIC / SMIIC) within the Wellness Spa sector. Malaysia was designated to lead the task force, reviewing existing standards and practices in the spa and wellness industry," said Dato ' Dr Mohmed Razip Hasan, Convenor for the OIC Working Group( WG) Wellness Spa Standard.
" Subsequently, the task force was expanded into a WG with the specific objective of developing the Wellness Spa
Classification for the Muslim tourism market, intended for adoption and implementation by OIC member states as well as other interested countries seeking to establish their Islamic tourism sector.

Razip revealed that the recent SMIIC Technical Meeting held in Kuala Lumpur had adopted the Halal Tourism Services: Wellness Spa Classification for publication. The classification covers key elements such as safety and security, adherence to Shariah requirements and best practices, governance, use of halal-certified products, training and professional development, rating and certification, and business development and growth within the spa and wellness sector.
IMPORTANCE AND FEEDBACK
Razip noted that standards and guidelines were developed to help operators design Muslim-friendly or halal wellness spa concepts that prioritise high-quality infrastructure, products, services, and customer management, while ensuring well-trained and skilled therapists. Beyond commercial value, Razip highlighted that wellness spas play a crucial role in addressing customers ' physical, mental, and spiritual needs.
“ Thus, it is the view of the WG that the implementation of this standard presents advantages and opportunities to eliminate unethical practices and activities that may adversely impact customers and threaten the cohesion and development of the business. In contrast to conventional wellness spas, the standards formulated by SMIIC are based on the maqasid al-Shariah( objectives of shariah), specifically catering to Muslims while also welcoming non-Muslims who wish to experience wellness services in an Islamic setting and environment.”
He shared that the newly adopted spa standards were developed to benefit OIC member countries. Malaysia, through JSM and the Islamic Tourism Centre( ITC), along with spa associations, NGOs, and training providers, is well-positioned to train spa and wellness operators across the region. However, he emphasised that successful implementation requires strong commitment from local players and regulators, with attention to cultural, artistic, and business sensitivities.

FUTURE DEVELOPMENTS IN WELLNESS AND SPA STANDARDS
The new standards are expected to strengthen stakeholder confidence and guide the growth of Muslim-friendly wellness spas in line with shariah compliance, quality, and professionalism.
With rising awareness, government support, and demand for halal products, the sector is poised for expansion, supported by improved infrastructure and service supply chains.
IMPACT ON ISLAMIC TOURISM GROWTH
The standards enhance trust, correct negative perceptions, and boost confidence among industry players and financial institutions.
By promoting ethical, safe, and high-quality spa services, they contribute to the broader growth of health and wellness tourism within Islamic tourism.
