Malaysia . Companies ( registered in Malaysia ) are responsible for marketing cosmetic products in Malaysia via Cosmetic Notification Holder ( CNH ). No pre-market approval is given . Legal documentation must comply with the Guidelines for Control of Cosmetic Products in Malaysia , Control of Drugs and Cosmetics Regulations 1984 , and the ASEAN Guideline for Cosmetic Good Manufacturing Practice .
Cosmetic products must be notified to comply with directives , guidelines and requirements and to ensure product safety , quality & claims made as per requirements . Cosmetic products are manufactured on premises that have GMP status by NPCB . Cosmetics manufacturers shall comply with Cosmetics Good Manufacturing Practice ( CGMP ), and the product is notified before it is eligible for halal application .
MALAYSIAN HALAL STANDARD AND IMPLEMENTATION
In Malaysia , the Halal Cosmetics Guide or Standard has been issued to confirm that cosmetic products are halal and can put a halal logo after getting approval through JAKIM Halal Certification and other requirements are complied with as issued by the Malaysian Standards Department , namely Malaysian Standard MS 2634:2019 Halal Cosmetics .
It is clearly stated several conditions must adhere to sharia and technical aspects such as the goods must be free of any illegal parts or animals , free of animals that are not slaughtered according to sharia , free of any material impure or illicit , safe and harmless , free from containing human parts , packaging materials must be free from illegal materials and the preparation and processing of the goods must be in a clean state .
The Malaysian Standard on Halal Cosmetics ( MS 2634 : 2019 ) complies with the international standards of Good Manufacturing Practices ( GMP ) and Good Distribution Practices and sets practical guidelines for the preparation and handling of halal cosmetics ( Department of Standards 2019 ). Standards are also a term referring to efforts to make life easier by regulating and improving the quality of products and the efficiency of services received by customers . Standards are also a document built or developed in agreement and approved by recognised bodies ( Norazilawati 2015 ).
From a legal and regulatory point of view , the 2020 Halal ( Domestics ) Certification Procedure Manual has been issued as a guide for certification to be implemented so that producers , consumers , and authorities alike can achieve the set requirements . This 2020 Halal Certification Procedure Manual ( Domestics ) ( MPPHM ( D ) 2020 ) is published based on the Trade Description Act ( APD ) 2011 ( Act 730 ) through subsection 7 ( 2 ), which is aimed at Malaysian Halal certification , Domestics .
Malaysia ’ s strict halal certification application process ensures that cosmetic product manufacturers must check every process chain . All production-related operations , from selecting ingredients until the consumer uses the cosmetic products , follow the procedures set by the Department of Islamic Development Malaysia ( JAKIM ). Cosmetic manufacturers must bear the cost of halal cosmetics , which is higher than usual ( Low 2017 ).
According to Adilah et al . ( 2016 ), the level of consumer concern for halal cosmetic products is very high due to the command of Allah S . W . T . With this compliance , government departments and agencies related to halal in Malaysia can implement the implications of government policy to meet the demands of Muslim consumers . The implemented government policy needs to be expanded to ensure that more halal cosmetic products are reviewed , and attention is paid to halal certification so that consumers are confident in choosing halal cosmetic products .
FACTORS AFFECTING TO DEMAND
In Malaysia , halal cosmetics have come a long way since its beginnings nearly four decades ago . Malaysia is a Muslim country with a sizeable Muslim population . Halal products are consumed and are more accepted by society ( Mohezar , et al ., 2016 ). The demand for halal cosmetic products has gained substantial momentum in the modern millennium . The tipping points for the rise in demand are the increasing Muslim population and consumers ’ demand for safe , hygienic , and friendly human body cosmetic products . The halal cosmetics industry can cater to its customers ’ needs due to several factors and has shown penetration among Malaysian consumers .
Halal products consumers show high loyalty towards halal brands , and these brands are not expected to be affected due to economic crises .
The consumer base for halal products such as cosmetics is not limited to Muslim consumers , as halal cosmetics are perceived as organic , safe , and clean to use by non-Muslim consumers .
In the context of halal cosmetics , the concept of halal in cosmetics is more prevalent in Malaysia compared to the Middle East .
The assurance of halalness in cosmetics indicates the role of a certification authority such as JAKIM in Malaysia to control and monitor the production , label and promote halal cosmetics .
SUMMARY
Muslims in Malaysia recognise halal products and services as a new safety and quality assurance standard . It shows that halal cosmetics products include hygiene and sanitation in the processing stage . Safety and quality assurance ensure the quality and wholesomeness of halal products . Despite these issues and challenges , the producers of halal products play an essential role in achieving what the government has aimed to attain by implementing proper procedures to eliminate and mitigate the challenge with flawless execution .
In general , laws related to halal that have been imposed , if not followed , would lead to doubts among consumers of halal products . Social harmony among the various races in Malaysia partly contributed to the effect of the importance of halal products for Muslims in Malaysia .
The effect of halal products is reflected by the government ’ s decision to announce the halal certification requirement and the selection of halal products among Malaysians , despite different religious beliefs and backgrounds , whether in the city or the countryside . –
