Mat Ghazali said the Halal Suri programme , targeting women from the B40 income group , received encouraging response from the public , especially housewives , who seek to improve their family economy .
According to Mat Ghazali , Selangor has many slaughterhouses , but not all premises are halal-certified . Therefore , to encourage and attract these slaughterhouses to apply for halal certification , HIS , in collaboration with the Selangor Halal Industry Standing Committee and Selangor Islamic Religious Department ( JAIS ), organised a halal slaughterhouses competition .
HIS also utilised @ Halal newspaper as a platform to promote Selangor ’ s halal industry globally . The entity was actively involved in Jelajah Selangor Penyayang to spread awareness of the State ’ s halal initiatives to the public .
SELANGOR ’ S HALAL SUPPLY CHAIN
“ Another initiative is Halal Suri . It is a programme where we guide women in the State to become halal entrepreneurs through matching grants from the Selangor government , amounting to RM2,000 . The State government will provide a freezer for each participant , and they can use it to store frozen food to sell , etc .”
“ Our latest specific programme is the Halal Supply Chain ,” shared Mat Ghazali .
“ We want to build a programme where all parties or components throughout the supply chain have halal certifications . Not just end to end - we also want to know about the ones within the chain .”
This scheme , referred to as the Authorised Halal Operator ( AHO ) programme , seeks to encourage players in the halal supply chain to obtain halal certification . The programme ’ s main objective is to regulate halal products better .
“ The Halal Supply Chain is a good initiative . The initiative is necessary to make halal products and services more trusted . Therefore , HIS is developing a platform that provides industry players access to the halal business network along the supply chain . Through this approach , the halal supply chain can be indirectly maintained
when companies use the network supervised by the agency .”
He opined that integrating blockchain into the halal industry would help with the traceability of halal products .
HIS PARTNERSHIPS AND PROSPECTS FOR 2023
During MIHAS 2022 , HIS signed multiple Memoranda of Understanding ( MoUs ) with stakeholders , namely Halal Food Authority ( HFA ), Pattani ASEAN Mall ( AM ) Dewan Perdagangan Islam Malaysia ( DPIM ) Selangor , Halal Street UK and Selangor International Islamic University ( formerly known as KUIS ).
Mat Ghazali said HFA , a halal regulatory body based in the United Kingdom , would be a point of reference for Selangor ’ s halal players to export or import halal products between the two countries . HIS also partners with Halal Street UK to penetrate UK and European markets .
“ AM will be a place to market Selangor ’ s halal products to Thailand . Through this cooperation with AM , the State can also expand its market to other Indochina countries such as Laos , Cambodia , Myanmar and Vietnam ,” he shared .
The MoU between HIS and DPIM Selangor would enable the two parties to become issuers of Certificate of Origin ( COO ) for halal exporters . Meanwhile , HIS ’ collaboration with KUIS will allow more organised halal capacity development training .
Touching on the agency ’ s hopes and targets in 2023 , Mat Ghazali shared that HIS wished to conduct halal industry programmes as outlined in First Selangor Plan 2021-2025 ( RS-1 ). “ There are 10 Halal initiatives outlined in RS-1 aimed to drive Selangor ’ s halal industry , which need to be implemented in stages . We target to make the State ’ s halal industry a contributor to higher gross domestic product ( GDP ) in the future . We also want to rapidly increase the export value of halal goods from Selangor globally .”

THE SELANGOR government has developed the Selangor Halal Action Plan ( SELHAP ) to further develop the halal industry cluster to align with Malaysia ’ s Halal Industry Master Plan 2030 . This initiative aims to create a clearcut strategy that is actionable and attends to the overall industry framework .
The six main initiatives of
SELHAP are :
• Selangor Halal Capacity Development
• Selangor Halal Business Hub
• Halal Ingredient Database
• Central Information Platform ( CIP )
• Selangor Halal Funding Programme
• Halal Selangor Cooperative “ To date , all signs of progress in the action plan are on the right track and following the timeline ,” said Halal International Selangor ( HIS ) CEO Mat Ghazali Abd Rakim .
HIS is the lead agency for three initiatives of SELHAP . Each of SELHAP ’ s initiatives is monitored by realistic and objective milestones ensuring its definite success .

International Muslimfriendly Affiliated Network

THERE are two parts to the International Muslim-friendly Affiliated Network ( IMFAN ), said Halal International Selangor ( HIS ) CEO Mat Ghazali Abd Rakim .
“ The first part of the programme is a phased training scheme to guide participants ( SMEs ) involved in the industry to obtain halal certification . We will train them from zero until they are eligible to apply for the halal certificates .
“ The next part , when they finally produce products , we have a digital application called IMFAN where they can market their products online .”
He shared that HIS planned to attract as many companies as possible on the IMFAN digital platform . This initiative will help them to promote and market their products and services locally and globally .
“ This platform will also be integrated with halal platforms in other countries . This will enable the promotion and marketing between the countries .”
