THE Selangor government aims to become Malaysia’ s leading centre for digital innovation. Under the leadership of the Selangor State Executive Council( EXCO) Member Dr Mohammad Fahmi Ngah, the State government introduced the Selangor Digital Future Action Plan( DxF) 2026-2030.
The DxF, unveiled on Oct 9, 2025, at the Grand Hyatt hotel in Kuala Lumpur, is a strategic roadmap that sets the stage for Selangor to emerge as a digitally viable state.
The plan is focused on four key objectives:
■ Drive economic development in emerging regions through expanding digital infrastructure.
■ Optimise existing assets to make digital infrastructure development more cost-effective.
■ Promote digitalisation across all sectors through existing infrastructure.
■ Identify priority areas for 5G deployment across government operations.
Unlike the previous roadmaps, the DxF was designed to keep up with the fast pace of technological change. It also stresses protecting Malaysia’ s data sovereignty and lowering dependence on foreign servers.
Fahmi noted that the first roadmap faced limitations because energy control is under federal jurisdiction. Meanwhile, the Smart Selangor Action Plan( SSAP) 2025 concentrated on areas controlled by the state and

emphasised challenges in data sharing across city systems.
The DxF aims to address this by establishing a centralised digital infrastructure. While 79 per cent of the 60 initiatives under the SSAP met their goals, the DxF seeks to close remaining gaps. Additionally, it aims to foster closer collaboration with private stakeholders to ensure a higher success rate for DxF initiatives by 2030.
Fahmi called on the private sector and academia to work together with the state government in creating a smart state for Selangor.
Furthermore, the five-year

plan outlines 30 initiatives and projects. These include developing consolidated citizenship applications, centralised private cloud systems, and sovereign digital infrastructure for developing sovereign AI.
Among the projects Fahmi highlighted are expanding free public WiFi and developing a unified citizen application. According to Fahmi, enhanced public WiFi access will allow authorities to gather insights into how citizens engage with digital services, thereby improving the services accordingly.

ease of use, the app combines various government services into one simple, accessible platform.
Nonetheless, these initiatives will need an estimated investment of RM160 million over five years. The funding might come entirely from the state government or be shared through public-private sector partnerships.
On that note, Fahmi called on key players, including tech partners, investors, innovators, and entrepreneurs, to recognise the DxF as a shared opportunity. He encouraged them to participate in shaping Malaysia’ s digital future together.
